such can be very sophisticated applications.
I am not aware of a solution for this based
on Free Software (but this doesn't mean there
is none).
Some Free GIS products might be a good point
to start, but you should specify your needs
quite detailed to select one that serves best.
You definitely need a vector-based application.
If you want to realize complex operations on the
networks, you need an application that can handle
topologic information.
