As far as I know the GLOBE data (link to be found in FreeGIS Geodata
category also on the current FreeGIS CDs) are 1km, but quality
controled so they might at least be of some use for you.

The American VMAP0 vector data sets will include some road data,=20
but I don't know much about its quality.

The GSHSS will possibly bring you political boundaries.


Note that the free in FreeGIS stands for freedom not for price.
