GRASS is quite powerful and can be considered commercial,
as some people sell support and others use it for business.
I do not know about how good it is for the task of delineate tree crowns,
but if it is not up to it yet, it can be improved.
And if someone does not want to spend the money for the proprietary
software, why not contracting someone to extend GRASS for the task?
