We wrote our own, using code libraries we started developing before any GIS existed on the windows platform. How did you get the DCW data then? We would like to offer free DCW data, but do not have a good converter for the VPF format it is in. We used the latest vMap0 version of DCW from NIMA, with mixed feelings, difference with DCW sometimes good, sometimes bad. We dumped the contents of each layer in the VPF database to huge shapefiles and wrote a dedicated converter app to build a tiled database from there using our very compact native format. It would be very easy for me to generate this data, and my boss would like to make money from it, but the huge volume of the data makes it a lot of work to get it from one computer to another, even with NTFS compression on the files it's more then a gigabyte so you would need a heavy backbone to serve this kind of downloads over the web... Are you aware that the original DCW data from ESRI is available by country on some university computer in the states ? it's in E00 format, don't have the URL handy but it's easy to find...
