You need (a you have recognized) reliable WPT and Maps. WPT: To my mind to build a reliable dataset analog mechanisms as with Free Software need to be developed. That is, (1) a GPL license (we use GPL an GI with the additional statement that we regard the text-based format data as source code) and (2) an infrastructure to distribute the data and receive and moderate bugfixes. I would be happy to support such a project with FreeGIS (freegis.org). Maps: Free data are only available for the US in good resolution and for the rest of the world in coarse resolution.
