you should leave the users of your gezeteer in doubt about the legal
uncertainties regarding the mapblast (navtech-based) maps.
Besides discontinuation of the maps they may also change the
terms of use without notice (what are the current terms btw?).

your principle idea is nice. You need (a you have recognized)
reliable WPT and Maps.

WPT: 
	To my mind to build a reliable dataset analog mechanisms as
	with Free Software need to be developed. 
	That is, (1) a GPL license (we use GPL an GI with the
	additional statement that we regard the text-based format
	data as source code) and (2) an infrastructure to distribute
	the data and receive and moderate bugfixes.
	I would be happy to support such a project with FreeGIS
	(freegis.org).

Maps:
	Free data are only available for the US in good resolution
	and for the rest of the world in coarse resolution.
	We recently built a simple 'gazetteer' for earth samples
	using the GMT data to create raster maps:
