Improving FreeGIS, ranking

I already discussed this with Rainer but I wanted to confirm that in
my opinion this is a good idea. Currently the range for the ranking
of FreeGIS entries is from 0 to infinity. So whoever is editing the
FreeGIS entries does take his own scale leading to the fact that for
example postgis (371 points) is ranking far behind GEOTRANS (600
points). A ranking from 0 to 100 (or 0.0 to 1.0) would not
completely solve this problem but it would at least give a first
hint for a ranking value.

Showing some ranking examples (perhaps even for each subcategory an
entry is belonging to) seems to be a good idea since this does give
the possibility for further 'fine tuning' of the value.
