Wow, there is some great data here.  However, I am not convinced
it qualifies as free in a useful sense.  From the user agreement page:

  # Use of the "GEO Data Portal" for commercial purposes is strictly prohibited.

  # Use of the "GEO Data Portal" for download purposes is in a few 
     cases limited through password-protection to UNEP Collaborating 
     Centers (CCs), within the context of the GEO Report, and for their 
     internal institutional use only.
