UNIVERSAL BIRTH REGISTRATION AND ID:As and when a life is born at any given place at any given time the location can easily be marked using GIS.  For example a child born at say Chennai in South India, on 02 Feburary 2005 will be idendified as 130000801500(lat/Long)020205(ddmmyy)1(identifier=Male)the 0000(four digit number.
This I think is a unique identity and can be used in all correspondence and communication till the death of that child.
Becasue the date is only  variable componet.
Both northern and souther hemispher people can be accomodated by giving [+] or [-} sign.
Please suggest improvement.
