According to the UNEP GRID Data Distribution Policy
(http://www.grid.unep.ch/data/policy.php)
the data available from http://www.grid.unep.ch/data/data.php
can be considered as free.

I've thrown these links here so they don't get lost again.
Datasets cover a broad range of layers (including e.g. adminstrative regions in 12-Europe)
