Das "Java WLAN Positioning System" - abgekürzt 'JavaWPS' - ermöglicht es jedem
Besitzer eines normalen Laptops oder Pocket-PCs seine Position zu bestimmen.
Eine Verbindung zum Internet muss nur bestehen, wenn WLAN-Senderstandorte (sog.
'WLAN-Access Points') herunter geladen werden. Zusätzliche Access Points können
lokal oder über einen zentralen Webserver (www.placelab.org) ergänzt werden.

The "Java WLAN Positioning system" - for short 'JavaWPS ' - makes possible to
determine it each owner of a normal laptop or pocket PC its position.  A connection
to the internet must exist only while downloading access points.  Additional
access points can be added locally or over a common web server (www.placelab.org).

Thanks for the hint. 
 
However, the homepage neither offers source code for download 
nor do I find a license for the tool. 
The zip file seems to contain a license for the data, but 
not for the software. 
 
So, unfortunately, JavaWPS does not qualify as Free Software. 
Was it intended to be Free Software?

The GPL license for the software is declared in the homepage and integrated
in the software itself (in menu Help > About GPL) as recommended by GPL.

The source code is available by request. I'm not aware that free and open
source software does qualify as free only if it has a direct and anonymous
download link for source code. => Are you?

the homepage does not contain the string "gpl". Nor "liz"(enz) or 
"lic"(ence). 
It is also generally recommended to place a file "COPYING" into the 
distributed archive.

Right, you do not have to give the source code away with the binary. 
 
HOWEVER: 
 
1. For GPLed software you MUST give a written offer that you will 
   send the source code upon request for the next 3 years together 
   with the binary. See the license text and www.fsf.org. 
 
2. Without source code I can not check whether it is Free Software. 
   I herewith request to receive the source code. 
   Note that I will place it onto our ftp server and link it from 
   freegis.org - this is because many FreeGIS users are interested 
   in the source code and are confused if not directly accessible. 
 
3. Keeping back source code one way or another will not allow you 
   to take full advantage of the viable Free Software concept.
