I have started an opensource project to inject Geonames (geonames.org) and Openstreetmap
database and use it via some webservice

The first part (geonames) has been finished in january and openstreetmap webservice
for street search will be in finished in one or two months and is in a beta state
i would like to submit this framework : gisgraphy

Gisgraphy is a free and open source framework that provides full-text and find
nearby places search services, for places on earth (aka : toponyms) from several
databases  on the web (mainly Geonames and openstreet map). It provides an importer
to inject the data into a strongly typed PostgreSQL / PostGIS database and use
them via 2 web services or a Java API; geolocation and full-text in many formats
(XML, JSON, PHP, ruby, Python, Atom, RSS / GeoRSS).
