I think NCAR Graphics is relevant for GIS as are other similar libraries.

NCAR seems to be uncertain what to do with the software - the license is
a halfbacked Open Source license. Some sentences give a bad feeling, because
terms of use and discontinuation of availability are interpretable in different
ways. I brought this up at gnu.misc.discuss and got agreement on this.

However, I assume NCAR is friendly and actually does meant the Open Source idea
when writing the license.

I will add NCAR Graphics to the FreeGIS page.
