yes, the GRASS modules are naturally under GPL and already
included in GRASS.
An explicit excluding of commercial use makes the tools
non-free software, but the author seems not to be against
the idea of Free Software so perhaps he is willing to
apply an Open Source license. I have asked him about this.

Well, this is already linked by FreeGIS, see at the bottom of the
main page. It was added due to a hint by yourself December
10th 1999 :-)
