Would it be possible to use the proprietary data to correct some
other, less accurate, but freely available data and publish the errors
together with the free data? This is not a general solution, but there
needs to be some incident, which serves as a starting point to discuss
this with officials.

Just a devils thought at a bright autumn afternoon :-)
