Penny,

My "OGR Simple Features Library" includes support for reading UK Ordnance
Survey NTF data, and the ogr2ogr commandline program includes support for
writing to other formats, including Shapefiles.  

What platform are you on?  I would be willing to build ogr2ogr for you, 
if you are willing to act as a beta tester.
