Can you make a statement on the licenses this software will come under?

On the JTS page is says: "open source", but it does not give a
license and I found no way of downloading it yet.

I could not find enough information about LEGAL to judge it status
regarding the necessary freedoms. Probably because I do not speak
Portugese...  We all know that Spring is not Free Software, though.
