It used to be at ftp://ftp.esri.com/pub/misc but it has gone.

I am pretty sure InfoLib is neither available as PD nor as Free Software.
Moreover, ESRI has AFAIK never published a specification for INFO.
I heard rumors that ESRI even made legal actions against reverse engineering
of the ArcInfo format...

Any hints, comments on the situation of the proprietary coverage format?
