There are several web applications for GRASS available:

The port to windows is on the way and will include the tcltk-interface.
A preliminary version shall be checked into CVS on Tuesday which
makes the GRASS monitor running on Cygnus/Win-NT. You must distinguish
between the menu system and the graphical output. Latter is pretty difficult
to port to Windows.
