[Freegis-list] now only members can post

Hi Jan,

We suffered the same spam problem on the GeoVRML list. We moved list to the
listar manager and required that only members of the list can post to the
list - if a member posts, then it goes directly through with no approval
required. If a non-member posts, then the administrator gets the message and
can approve or deny the post. This has proven very successful so far. It may
be a less burdensome solution than having to approve every post (perhaps
this is what you meant below, just thought I'd mention it though).
