For OpenMap, it would depend on the java environment running on the 
device - OpenMap currently requires Java 1.2 and Swing, which probably 
isn't supported on a PDA.  We think there is an older version of OpenMap 
that we can put out of the archives that might run on PDAs, but haven't 
had the support to dust it off and get it working again in a Java *lite* 
environment.

Geotools will run in a Java 1.1 environment, so that might be a more 
viable option.
