Do the "xllcorner" and "yllcorner" coordinates refer to the center of 
the grid cell or the edge of the grid cell?  E.g.,

nrows         2012
xllcorner     -172.1021
yllcorner     4.5357
cellsize      0.04
NODATA_value  -9999
