I have contacted EPA. The orginal author has left EPA and db2info
is unmaintained now.

But they have now fixed the broken links so that all
the files are downloadable again (thanks to EPA/Ray Peterson):

I would be interested if anyone could (and perhaps will) make
use of the code ...

All of it is Public Domain so it is added to FreeGIS.
