If anyone knows someone (or a group/company) who would be ready to fund
such a project (at least in part), then it could definitely be done by
implementing a AVCE00 driver in Frank Warmerdam's OGR library... I built
AVCE00 with this objective in mind... that would give the ability to go
from E00 or binary coverages to any OGR-supported format using ogr2ogr. 
That would also give any OGR-enabled application access to those 2
formats directly.
