Sure it is, but only for commercial Free Software. :)
That is software where the paying customer gets all the freedoms
from Free Software.

I guess that SpatialFX is proprietory software,
so I do not know much about it. And the vendor does not want me
to know, because I get:
	"Sorry, but our Site is currently not compatible with Netscape 6.0
	We apologize and will have this problem resolved soon."
from the website.

I suggest looking into Free Software alternatives like openmap 
and geotools.
