The software looks like it is intended to be free software,
but in fact, it is not. There is no statement about a license
or terms of use, but there is a copyright.

The copyright is on JRC. I have no idea whether they have already
a policy regarding free software or just restrictively own anything their employees
develop. I know guys at JRC are usually nice guys, so it is worth asking :-)
