[Freegis-list] Raster to Vector converter

Hi list,
		I want to create a high quality vector (A4 -A1 size) from a
raster map image (.JPG).I am on the look out for a software which is
freeware/shareware/relatively cheap and create the vectors at the mentioned
page sizes.Can somebody help me in finding out such software ?
