I once again read the OGC Web Map Service Implmentation
Specification , Version 1.1.0. In this document STYLES and SLD are
two different features where STYLES is required and only optional
if SLD is present. This is the reason why I always argue that the
UMN Mapserver is not fully supporting WMS 1.1. (at least for
the UMN Mapserver 3.6. I'm not sure if this feature is implemented
for 3.7 (?)).

Perhaps I have overseen some detail and I would be glad to
revise my statement.
