well, GRASS is quite a big package, but it is probably the only
Free Software that provides you all the features you requested.

For simple visualization, there is Thuban, but it does not offer
digitizing and is still in development towards the first major release.

Then there are some Java tools: OpenMap, GeoTools and Deegree. 

Some other tools listed on FreeGIS might serve some of your needs
as well.
