I am not familiar with the US Census Tiger data, but the they
should one way or another find their way into a database
(perhaps PostgreSQL/PostGIS works for this).
Now, depending on the strucuture and information of the Tiger
data, you should be able to send adequate queries.

Has anyone of the US guys ever tried this?
