I think, there is not 'the best' format - it always depends on the
purpose.
A good standard for accessing geo-data is via the OpenGIS SFs,
but you probably don't want to run PostGIS/PostgreSQL on your
PDA ;-)
If you are looking for file formats, you should first
reflect your needs (what do you want to use the geo-data for?).
This might exclude some formats a priori or might show
that you have no need for a sophisticated format and rather
can use a broadly supported one (e.g. Shapefile).
