the legal status of the VMAP data has been discussed a lot
(also on this mailing list). Unfortunately, a fully transparent answer
has not been found.

If I understand the situation correctly, you can regard the data available
from the above address as public domain. You should note
that only a small part of the world is covered by those 
VMAPL1 files.
