I've copied this thread to him, perhaps he can shed some light on this.
It seems like a similar problem as the one a few months back about the
patents involved with SVG.

I've heard that jpeg2000 is also patent encumbered.

This would mean unless the patent is licensed to everybody
unlimited without royalties (basically completely rendering the
patent useless) Free Software implementations cannot exist.

You always would have restriction on the freedom to use the software
for all purposes.
