well, with a gratis binary you are not necessarily free to use
it for any purpose (this may be restricted by the license for this
gratis-package).
More certainly you are not free to learn from the code (since it is not
given to you) or extend/reuse the code to build other tools or
make the present one better.
FreeGIS.org undestands Free Software as defined by the FSF.

to learn about the terms, definitions and philosophy regarding
what we undestand by Free Software.
However, of course everyone has the freedom to use proprietary
software if he or she wishes so :-)
