There is a C-language shapelib by Frank Warmerdam 
(http://gdal/velocet.ca/projects/shapelib) for which I have written a Perl 
interface and others have written e.g. Python interface. The problem here 
is of course the graphics interface for which I have no solution in mind 
but with these tools it is at least easy to get things into and out from a 
shapefile - including the attributes.
