I think OpenMap is very close to doing this.  We've gotten a couple of 
submissions lately that provide a way to write shape files (dbf, shx and 
shp), and we just got one that creates these files from a generic list 
of graphics, like one created with the drawing tool.

To create a shape file editor, I think you'd just have to wire the GUI 
pieces together.  You can read files, edit the shape graphics, view (and 
I think edit, but that might have to be checked) dbf file contents.  
Really, it's a matter of creating a save button and launching a file 
chooser for output.

The next version (which would be needed to do this) will be available 
within a couple of weeks.
