Note that this list is about Free Software only.
"open source" is another word for Free Software,
which I do not recommend.
"freeware" is even more ambigious
and means gratis proprietary software in many cases.

There are several Free Software tools
which are quite good at reading and displaying shapefiles.
GRASS can certainly be used to edit vector information,
but you would need to import and export shapefiles for this purpose.
Apard from this I am not aware of a Free Software application
that can simply manipulate shapefile geometries in place.
Shapefile viewers using the Frank Warmerdam's shapelib
certainly are relatively easy to extend to modify the geometries.
We hope to add this to Thuban at some day, but it is not there yet.

Certainly.
GRASS might help you with this process though.
If you really have to do it very often,
I suggest to consider improving Thuban for this purpose.
