[Freegis-list] shapefile drawing tool?

I suspect what I'm after exists, and I'm just not finding it. Several
tools seemed close until I tried them.

I want to display a GeoTIFF and draw properly georeferenced shapefile on
top of it (using the GeoTIFF simply as a reference for where the points
should be)

If any of you knows of such a tool, I'd like to hear about it. Thanks.
