Yes, you are right. v.in.mif, the module for importing MIFs, is not
included in the current GRASS RPM of the FreeGIS CD. Concerning
v.in.mif the Changelog contains the following message:

2002-06-21 14:44  bernhard

        * src/CMD/lists/GRASS: Tag:
releasebranch_26_april_2002_5_0_0
        Commented out "src/mapdev/v.in.mif" because it is broken
        according to infos on the development list

So, if the import module should be included into grass you should
first fix v.in.mif.

Another possibility could be to use the v.in.ogr module of GRASS
5.1. But I don't know anything about the stability of this code. And
additionally GRASS 5.1 itself is not yet declared as to be stable.
Perhaps you should ask for more information  on the grass developers
list.
