it has been published ... at least in the late 1970/early 1980 when W.D. Rase, one the people devoloped this system published about their format in Kartographischen Nachrichten ...

thanks for the info on the authority!

The term 'internal' referred to the fact that the format was not
published - as far as I am informed.
