GeoTools 2 is capable of turning GML 2 into SVG by combining the GML with
an OGC Styled Layer Description document (or hand coded styling if
preferred). However this is done using a Java class library and not using
XSLT so it may not be suitable for your needs.
If you are happy with using a Java toolkit in your pipleline let me know
