I've put some code in the GIServer tutorial (WMS compliant), the examples 
available are on
http://www.inovagis.org/giserver/tutorial/mouseover.htm
and
http://www.inovagis.org/giserver/tutorial/dimlayersreq.htm
but, like Daniel's link, I think it does not work properly in netscape 
(some minor adaptions have to be done)
