Tools comparable to ArcView are not yet fully developed as Free
Software.
However, there are some tools heading this way.

OpenMap is a Java tool and probably the most advanced in terms of
features.
Thuban is under heavy development and is expected to come
up with several new features until this autuumn.
But also have a look at the other tools.
