Note that much software listed on freegis.org
can already be used to visualise or edit maps or track data
or collect information from GPS.
The main work seems to be the collaboration structure
and assembling a Free Software software solution,
filling the gaps only where necessary.

The choice of the license for this data certainly needs some
careful consideration. As does the approach to quality control.
