Before you can build and install PostGIS you first have to build
postgresql from source. The make process is needing the
Makefile.global from postgreSQL for a correct configuration of
PostGIS.

I recommand to have a look on 
	http://postgis.refractions.net/docs/
and especially
	http://postgis.refractions.net/docs/c59.html
and 	http://postgis.refractions.net/docs/x83.html
to read more about how to compile postgis.

There is also an email list for postgis where you can ask all
postGIS specific questions:
