[Freegis-list] Participatory GIS, Reuse of Government Data - Request for Examples

As part of a e-democracy best practice exploration
<http://dowire.org/bp> I am looking for government projects that use GIS
(via the web particularly) to enhance public participation and input.  I
am also interested in learning about pro-active government policies to
share access to raw GIS data with third parties in local communities
interested in developing their own analysis or analysis that goes beyond
that justified as a public expense.
