[Freegis-list] Point location software

Hello
I have been asked to develop a simple GIS solutions to display real time locations available in ASCII or binary files both in geographic and XY positions. The application initial specifications should answer to such simple questions as these. What is the direct distance to the nearest reference point? Who far to get there along the existing roads? The application should be able to be integrated into larger 'conventional' information systems.
Could anyone give any hint about a suitable software to get it done?
