Actually, Paul Baker was maintaining a set of Debian packages:

I think he ran into the same types of issues that I was referring to 
with respect to the "bleeding-edge" requirements of MapServer, but he 
eventually managed to get things to work using the standard Debian 
packaging mechanism.
