It is not difficult to get QGIS running on PDA:

Currently the problem is, that it is not a systematic effort.
It would be necessary to modify dialogs to PDA screen (GUI designer),
maintain the micro version in QGIS CVS and follow desktop
version development.
There is certainly will to port QGIS to PDA:
