Rez is part of 3map, a Free/Open Source assemblage of tools for geospatial VR.

This is the work of Chris Thorne; our company is called Ping.

It will output a multiresolution VRML file, suitable for viewing in
web browsers as you suggest.

I'd be interested to know what you use it for.
