[Freegis-list] Presenting GIS data

I am looking for a way to present a GIS project in a way like the WMS style. I only need some basic functions like zoom, turn on/off layers. 
The criteria are that the everything should run from a CD under Win, so I need a pure client solution, without any installation process and big GIS knowledge.  
Does somebody has any experience doing that...
